Might be off topic, and it probably won't affect PEN's submissions, but Obama's just scrapped the controversial air quality controls (to the EPA's chagrin) which were meant to be good for the environment - but bad for the economy.
To wit, the economy is back in focus; jobs are back in focus.
Native Americans, anti-nuclear activists et al opposing these submissions need now do what's best for the US economy. And they can do so indirectly, by allowing a double whammy of clean, green, efficient source (ISR) of U mining/nuclear power to proceed unhindered.
NB: Are you listening Ms Gillard?
