From the website Zoops1 posted about in the 'chairman's determinations on proposals submitted' section re Arrowsmith 2 hydraulic fracture stimulation there is a section titled 'explanation of decision'.
It reads
'This is small-scale proof of concept project that is considered as not having a significant impact on the environment.'
It also says appeals close 19/09/2011.

Does this mean a decision has been made? Or is this just part of the submission?
