No its not. What I am referring to is the concentration of CO2e which is not the same as the concentration of CO2. Moby has pointed out that depending on which CO2e you use it is 460 ppm (Kyoto) or 375 ppm (total - the latter is less than CO2 it seems, due to some negative radiative forcing).
Its getting outside of my area expertise, but it is clear Monckton is just trying to fool everyone when he says CO2 concentration has almost doubled.
