I can't see a massive Chinese company with eyes on the future - savings of billions on energy or profit of the same amounts concerned for a million bucks in illegal gain short term.... clearly this is the actions of an individual or a couple to whom a million/s worth such risk... this is not company driven as too much future gain at stake for such a little short term reward.
