If a major stakeholder was looking to make a future bid for the company. it would not be in their best interest to start buying up shares in the market as this would push up the WVAP. Any offer is always based on a substantial premium to the WVAP so it would actually cost them big time.
On the contrary, it would be more economical to carry out strategic selling/capping to keep the price down prior to an offer being made.
That being said however, I don't see any signs of the latter.
I'm not really holding out for an LNG arrangement, but if they were planning any sort of raid, their best policy would be to sit quiet, as they are now, and wait for the timing to be right.
