    Germany delays permanent bailout plan discussions

    FRANKFURT (MarketWatch) -- Germany's ruling coalition government has delayed cabinet discussions on the European Stability Mechanism, the euro-zone's permanent bailout fund, making it unlikely legislation will be enacted before the end of the year as initially planned, news reports said Friday. The ESM is set to replace the current rescue fund, the European Financial Stability Facility, in mid-2013. The cabinet had planned to approve the legislation on Wednesday, clearing the way for parliamentary consideration. The delay comes amid growing opposition to the plan among lawmakers from Merkel's Christian Democratic Union and its coalition partner, the Free Democrats. Government spokesman Steffen Seibert downplayed the delay, telling reporters in Berlin that "there is a lot of time between now" and mid-2013. Parliament is expected to vote Sept. 29 on changes to enhance the EFSF agreed to at a summit of European leaders on July 21.
