the insto's are meant to be intelligent, informed investors - who are very good at making money...
so why on earth would they pay 17 pence for a share that is valued at 16.25 pence on a highly liquid market? and more importantly, if they do want to buy in - why would they advertise it or move swiftly?
assuming they want to buy in it will be a slow and steady accumulation so that they aren't paying ridiculous amounts above market price on a higly illiquid market...
