Lol! Since the 21c Ask came into play there has not ben an order since 11:07!

People are not prepared to pay the extra .05c. This can men a few things.

A) No one is prepared to pay more than 205c for stock
B) the .05c would result in a higher expense for traders wanting to buy in very large amounts.

My opinion is with the latter. that .05c can result in an exponentialy higher cost - and in this market traders are not willing to compromise.
