vvg26 - computers do "panic" when they hit what they call "race conditions". These can be created by internal glitches in algorithms, or interplay of different programs creating unforseen conditions that they havent been programmed to deal with properly.
They can also panic when someone just does something human and messes up the design of the algorithm. When it comes down to it, software and thus "computers" can suffer from human error.
Google "flash crash" and you will see perfect examples of computers doing a great job of simulating humans panicing.
