it will help them as price likely to drop if issue done at a discount , thus allwing them to buy back shares lower.
existing inst holders who hold and buy in placement may sell exsiting shares and lock in profit
the key here is there cash flow - if they are earning enough to pay long term debts and are simply rasig moeny ti clear short temr debt , then not that bad, however if they are paying down debnt with shares becuase they are cashflow negative , then its a problem.
