Yes your pretty much correct in regards to the DTA's PRR are carrying forward. They will be available to be offset against future taxable income. The fact there auditors have not made them write them offs also lends to the thinking they are able to show at some stage they will be able to utilise those tax losses.
The company I work for was forced to write its DTA's off this year, but you can always write them back in future years. All smoke and mirrors really.
