IMO an announcement of pre-approval will produce a 50% gain in the share price (at least). The gains will be due to de-risking the project, the publicity and confidence gained, and the knowledge of the pending commencement of shipping concentrate. Once the ball is rolling, with commissioning scheduled for late 2011, the momentum will be hard to stop.
The required waste-disposal plans were submitted to the AELB in July/Aug.
Approval by the AELB could come at ANY time, possibly tomorrow, possibly December.
There is some potential downside from Euro issues, but at these prices I'm sure I would be more stressed not holding than I am holding.
