If I was "king", I would buy up a similar piece of land and swop this with the PRC land with the DOC.

Then I would go ahead with open cast mining thereby retrieving the remains for the miners families, extracting ALL the coal (not leaving huge pillars behind), providing safe jobs & wealth to the region, taxes to the government and a some sort of a return for the poor shareholders,
