Here's what I read, with no mention of escrow that I saw on the notice or the 3B, nor on the 708A, but I cold be blind!.

Paladin Completes A$68 million Private Placement
Paladin Energy Ltd. (“Paladin”, or the “Company”) is pleased to announce that it has completed its previously announced
institutional private placement (the “Private Placement”) of ordinary shares with RBC Capital Markets and UBS AG,
Australia Branch acting as Global Joint Lead Placing Agents.
The Private Placement consisted of the issuance of 56,866,232 ordinary shares of the Company at a price of A$1.20 per
share, for gross proceeds of A$68,239,478.40. Paladin intends to use the funds raised to strengthen Paladin’s balance
sheet to ensure the Company is well placed to meet all future commitments and pursue identified growth initiatives.
We attach an Appendix 3B amending that lodged on 4 October 2011.

I never mind being proven wrong on figures, but I've read the placement notice and the latest 3B and 708A,(secondary trading notice) and it says the shares went straight into available shares tradeable on the ASX from what I see.
It's a moot point really, as they don't necessarily need to be the placement shares. Fact is the shorting's happening, and someone's doing it.
I have just looked for Top20 in the Annual Report, but didn't find it among the rest. Won't spend too much time on it, as I don't need to. You know your stock. I watch it as part of the market bellwethers.

If you believe the large institutions are angels, and wouldn't short your shares, or even short them without telling you, just google things like UBS fines, Goldman Sachs fines etc.
