I think I agree with you.
It wouldn't surprise me if the tax decision had been received some time ago, or perhaps even deferred by Exco pending discussions with other parties.
I too feel that there are other factors in play.
My suspicion is that there is a takeover in the works whilst Exco still has all the cash in the bank.
It makes perfect sense but is just my gut feeling.
