All this is really saying is that due to tightening of design specifications the very tight schedules the projects were on will not meet the optimistic deadlines. So they are behind schedule ! I know of more than a few projects here that are and have suffered that situation.
I love it when journalists use phrases like, "with many predicting" many what,who?
