The 73 million represents Dr Shaoqing Li's holdings, so obviously he couldn't vote on the ratification of shares issued to him! And the 78 million represents shares held by the Directors and their Related Parties, which are excluded from the vote on the remuneration report. Both of these exclusions were explained at the AGM as footnotes in the report to shareholders which also appear on this site.
