Well - ask any of the honest immigrants and they'll tell you where you go to get on the list to be evaluated and then granted your right to enter this country.
Go on ask em how long they had to wait and what process the had to go thru.

And dave...no, they all dont destroy their papers but almost all of the boat people were doing so.
