That is the same logic as building your house in the middle lane of a freeway as it closer to transport networks.
how will you stope the orebody that is on the decline?
You will lose access to the rest of the mine, you will have to develop a by pass (@ $5000 per metre advance)or wait till the end of the mine life to extract that stope.
