The ASX always have a Cum-Market for stocks during a Ex Div period.
So you can still by WBC on the ex date but you need to trade under the Cum Market code which will still trade with the dividend. (These are used for mainly overseas investors who don't want the div and also ETO trader you have been exercised and need to settle Cum and not EX)
Al that said you still need to be registered by that said date,
