A company can raise 15% under the ASX LR without shareholder approval. Professional investors often get a better deal than retail because of the costs, time etc involved.

not too sure what you mean about a better deal. I take it you mean stock at a discount to the last traded price? I would say it gets offered to s708 and the likes because they want the money done immediately and a broking house has the connections of getting the money quick. Those who take up the stock have just the same risk as those alreasdy holding the stock...just at a lower price, granted.
