It is the usual thing that some leaking of information occurr before a budget is made/revealed to the public. And that is for the purpose of preparing the public, just in case there are some unexpected news, for a soft landing.
As you said, the management should at least come out and deny any such rumours as being only rumours. Yet they choose to remain silent.
Disappointing if you ask me.
