Clearly, I am from the old school of management, so let me give you some one liner guidleines from my era:
It happens when it happens - admin.
It happens when it is planned to happen - management.
Fix it when it is broke - reactive - bad management
Being prepared for when it breaks - proactive - good management
I am not sure which school of management you attended but a fresher course may help to correct your attitude and to better understand the functions of management.
