Happens every day at the closing auction with all shares. Sometimes the buyer wins, sometimes the seller, sometimes the manipulator lol.
My take today is that the selling at 18c pretty well dried up otherwise the big buyer at 18c who headed the buy queue for quite some time would have been taken out. The order is still there with 2,385,927 shares still to go.
