Every town in Indonesia has a complex, they are about 4/5klms from town, this is so that you need to drive to them and the towns people make out they don't know what is going on. All of them are run by the police, has been from day dot. All third world countries have this problem. BUT so what, we in Australia have houses that could be run by the police.
