I wouldnt be so sure helium.
The amount of sovereignty that Eu members would have to give up to Germany would be enough to make the voters in those countries revolt against fiscal integration.
There are already signs of anti-German sentiment popping up in the periphery. How much German dictating do you think it would take before the French and Belgians would start thinking the same?
People arn't so quick to forget history and I doubt western europe is ready to live under the german jackboot again.
