I spoke to Wally. He is very confident the remaining titles will be sorted out. The local member of parliament who is part of the governing coalition is keen to get it finalised so they the jobs started.
They don't know owners of the remaining titles which are from before WWI. I would expect there would be a process of trying to track down the owners or relatives, a well as advertising in the press and giving time from responses....and if their govt is anything like ours then this will take some time.
