Its not as easy as what you say.

The Africans want this thing to happen asap,they wanna see CASH!!!
For them to pull the license from SDL and go direct to the Chinese means they will have to do all the work sdl have done for years,from the begining again (another few years)
SDL aint gonna just had over all there paperwork.
Then by the time they build everything (another 2-3 years)
Thats a whole 5 years before they even see a dollar.
Plus you have to think what it will make Africa look like on a world scale.
There trying to get out of the stigma of corruption etc.
After going to the agm i truly believe 57 cents is a pretty good starting point and it can only get better once we (sdl only) get the permits.

ps: Pythagerous called me a imbecile a few days ago on a post and guess who happened to be sitting in front of him at the agm (ME) what a laugh.hes a good bloke!
