This may just be one of the reasons why CGNPC keeps lowering the bidding price to factor in free loading in the arrangement with Espangelo. I always had the suspicion that Nam Govt were lobbying for a direct holding Husab to whoever the victor might be. I am wondering if any of the potential bidders are also trying to strike an arrangement with the govt before the auction process starts. You will have to think that the Govt is looking to cover all the base scenario for whoever is the ultimate winner including EXT going it alone.
