I see this as CGNPC buying a Mining Licence insurance premium. "If we (CGNPC) take over Extract we will invite Epangelo into the project by offering a 10% stake."
Extract, from memory, have also disclosed that they have had discussions with Epangelo (previoulsy stated by Leslie).
As I have said before I really think that Epangelo has to be part of the project development equation. Fine by me, if that's what the government wants to clear the path. 10% free carried State ownership. No different from carbon taxes, mining taxes and all the beaurocratic criteria required in Australia to get a project developed (to be honest its probably harder and more costly here).
It appears things are about to hot up.
