If the Malaysia Government issue a Pre-operation 7months later ,then Lynas will starting to "pre-operate" the plant. The article also mention the pre-operation license last for 2 years. However, If Lynas break the rule then they will not issue the operation license.
I think now we only need to focus on how and when Lynas will get the pre-operation License. Other than that I don't think we need to worry about it too much.
