can't see senior pollies and bureaucrats pitching to a press conf to announce a $1m grant no matter what the enviro benefits.... unless you've had a nudge nudge wink wink in yr direction at the agm tc.
the bigger the handout the more the press coverage and that's what the pollies will want.. an opportunity in very depressed times to big note themselves and win votes.
