From what I understand out of the announcements that is in fact their plan. Perhaps they have not managed to get the equipment on-site yet... or perhaps they do not have enough of a sufficiently-rich stockpile to make it worth having on-site.
I'd imagine the cost of the equipment could be a sticking point if they aren't sure they can keep feeding it a constant stream of sufficiently rich mineral to make it worthwhile.
I for one still have full confidence in the team. They have so far shown themselves to be pro-active in all regards, including clarifying their announcement with more understandable language when it became clear they went too technical for us mere mortals ;) ... I bet the communication aspect is a learning experience to some extent for them as well.
Regardless, I'm not holding my breath for quick results. Going to enjoy christmas and new years, and then we'll see early 2012 what it looks like.
