Assuming these "spies" do exist I think it would be a fairly safe bet that their major interest is in expat chinese involved in religious cults and dissedent groups that China would view as a threat in China.
And maybe some are involved in the activities you listed but as the vast majority of this involves information that is publicly and legally avaliable, who is at fault then the Chinese for building a data base of publicly avaliable information that they may use to their benefit at some time in the future or us for making that information avaliable and not conducted simalr programs in other countries.
Clearly though if these "spies" are involved in any illegal activitey at all then the Australian government pull out all stops to catch any involved in illegal activities and prevent any future activities
