chairmans buy back comments

In the Chairmans report announced today:

"The Board’s
decision to initiate the buy-back was based on our strong
conviction that Peptech’s people, science and partners
are the best immediate investments available. "

Can anyone please tell me what this gobbledegoog means - is it just that - gobbledegoog. This passage makes no sense in my opinion; in fact it makes dis sense (if there is such a word).

If you buy back shares; then there is LESS cash to spend on what he claims is "...the best immediate investments available"

Does anyone else agree.
