I was thinking Simandou in New Guniea where Rio need the Chinese to de-risk some of their exposure. The 'collusion' could be a symptom of that partnership and to resolve the sins of Chinalco.
It would be difficult IMO for an outsider with no interest in either register to mount a fresh bid unless they have financial firepower and I can only think of the Russians.
