In the western context & in western worldviews; NO. However Australia nor Australians do not have the capability to enforce the law or make the laws in that part of the world. If one does not want to take the risk of inadvertently breaking the law as a technical breach of that law overseas; then do not go overseas to that country.
I was just trying to paint the picture of wider context & I was just trying to understand world views & what it would be like for those peoples undergoing continuous change & turbulence of westernisation. I cannot comment on whether those societies are right or wrong only whether they are viable & I feel those societies with such harsh measures are not as viable or adaptable & hence may not get benefits of other more modern societies.
