I wouldn't hold my breath about this development. It looks like the old vested interests are going to get their way to ensure reliability of supply 'in the transition to a low-carbon economy'. The announcement is full of encouragement of big polluters calling for lowest cost delivery (cheapest solution) together with abandonment of plans to introduce emissions standards or carbon capture and storage requirements for new coal-fired power stations. Carbon capture was a lost cause anyway so with this encouragement where would electricity generators invest their money in the medium term? This is lip service to any meaningful change with the Professor from the Sustainable Energy Association politely urging the final paper to be more ambitious.
