Did they have a cost blow out?
Seems they don't have enough cash for many holes on the Fed land if they get issued teh permit.
I'm surprised they didn't raise more cash as if hole 3 doesn't come up looking good they will still have huge consultants expenses on new data and will need every good result thay can get to get another raising up and away in teh new year. With more cash they could run a couple of rigs and shrink teh time frames for what could be a long drawn out discovery process.
