I think thats because the banks just borrowed over 600Bill$$ in one hit. A lot of big funds/large investors will be now asking themselves what are the banks gonna do with those funds? fix the problems or leverage it up or lend it to Gov's which runs the risk of having reforms sidelined. Still uncertainty.
