I can tell you right now the increase in price is just daytraders taking advantage of a suppressed stock. Nothing more. (Or a slight chance of a director buying in which could've sparked the frenzy... woah! hold on to your hats! lol)
There's definitely nothing about to happen though as the company would/should have replied to their speeding fine in a different manner.

I as many I'm sure here have seen shares do this many times before, traders come in and slowly buy up over a few weeks or months at the share's lowest price (minimizing risk) then push it up quickly to then take advantage of profits by slowly selling back down. Although I agree the share price is deflated way below what it's worth, don't hold your breath on anything significant coming out of yesterday's trading.

A classic play and I'll expect the price to slowly fall back to where it was over the next few weeks, the volume today speaks for itself.
