The New Deal was introduced by Roosevelt to deal with the problems of the Depression ie. to create jobs and stimulate economic recovery (That's not to say that ALL the programs under the New Deal were successful). But it was NOT an act that lead to the Depression.
With due respect I think you need to review your view of this period of American history.
