It was from the interview (in one of the papers - weekend Australian if I remember correctly) given by the new CEO of FMG that Twiggy installed. Basically, it all comes down to economy of scale and financial viability.
WN and BRM are just a bunch of hopeless feeble liars trying to spruike a rail deal already still born.
One thing I don't rule out is a AGO / FMG rail deal where AGO builds it's own spur lines from the South East Pilbara tenaments to Cloudbreak.
