Don't forget the restricted cash for Phase 2. It would make sense for Sojitz to allow seamless progress by funding any shortfalls that may occur during the commissioning phase. From what I understand the Phase 2 planning and possibly construction are underway.
Also Lynas has a (non dilutive) short term debt facility already in place. IMO equity raising has already taken place and sufficient funds remain until the cash flow begins...
