What part of the above phrase dont you understand ?They were "restricted securities" and as such were not tradable and don't form part of the total number of shares on the asx.
By the end of this month there will be an extra 24 million "quoted" shares added to the already existing 147 million shares.

It is important when calculating the worth of a company to take into account the "unquoted" shares.
