I remember reading an article from South Africa that a major lost the rights to their tailings dump because they didnt include the recoverable minerals in their resource statement. Seeing that Anglo attributed 100% of the resource at Modikwa Deeps to themselves in 2004 tells me that there wasnt a JV on those farms at that stage.
Bellstokes The DMR accepted the application for a mining right a year ago so that in it's self means they had to even thou there was a dispute on at the time.
Here's a link to the MPRDA for you to look at regarding granting of a mining permit (section 23)they may try to postpone the process but dont think they are able to stop it once the process starts. (either accept or reject in my view)
