With reference to this comment from the report
"The electric car added an average 2.5 kilowatt hours a day to the home’s electricity use. Ausgrid found the electric car would have been about 75% per cent cheaper that a comparable petrol car to run. This is because it was only charged after 8pm when times of use electricity rates are cheaper."
It sounds like Ausgrid's intentions in the future are to distribute load across the day while attempting to load up the existing infrastructure as high as practically possible to increase revenue. Charging vehicles off peak and implimenting fuel cells to load lop and run at higher outputs during peak load times, appears to be a part of this.
