In my experience, having been involved in civil/structural design projects, this could take up to 6 months.
The first stage is a concept/preliminary design, which has to be approvaed by the client - maybe 2 months.
Then final detailed design and documentation, followed by seeking bids, awarding contract etc - another 4 months.
Thats all assuming there are no design changes or other delays along the way.
