Looks to me to have broken out of its consolidation phase after the Fukushima thing.
The Bollinger Bands have been squeezed tight for ages - and the longer they are squeezed, the more likely a major breakout. And PDN looks to have broken out in the upwards direction.
So I think it is in an early uptrend now.
