you might find that they wish to build a new business in Malaysia and then ship it back as value added by-products thus benefitting the Malaysian economy.
Then Malaysians won't be so paranoid about this 'new' product.
Uncoated pipes are frequently sent to Malaysia to be coated with concrete and then the shipped back to Australia.
Sending the residue back to Australia for them to make the products just doesn't make economic sense. Western countries just charge too much for their labour.
